This shows once again that friendly conversations can also lead to the desired goal. On the other hand, there are only humans on the other side as well.
Congratulations!

There is an unpleasant update: I just called the building authority again and asked whether the agreement regarding the building permit before the completion of the development work still stands. It has been canceled! I pointed out that I have a written confirmation, even with a file number. The response was that it was discussed again and this confirmation is now withdrawn. The person on the phone is of course not the decision-maker, so I got the number of the department head and left a message on their voicemail. Let's see what comes of it. I am disappointed and also angry. One is subjected to the arbitrariness of the authorities. Even written confirmations are worthless. I will try to exert pressure but I fear there is not much that can be done. I also do not directly know anyone from the administration, so one could do something through connections. They could just do it, the building regulations allow it.

What the hell is this crap?! You really can't rely on anything anymore. "You" or the thread had given me a little hope... Feel free to keep us updated, if you want, on how it turns out.

Even if it does not comfort you, we had a similar situation, and it was strictly blocked until everything (implementation and paperwork) was as it had to be. The official development contract had not yet been signed at that time, which is why there had to be a construction burden on all future pathway areas. The fact that all cables and construction roads were already finished at that time was not enough.

The development was publicly tendered months ago. I will inquire whether the contract has now been awarded. It is read in various places that a development can be considered secured if a contract has been concluded with the private developer. Elsewhere, it says there must be a paved road to the property. No dirt/gravel road, but cobblestone or asphalt! Through my brother, I have now found a contact in the building authority who wants to take another look at it...

So our development has at least already been awarded. I also think a corresponding contract has then been signed.
