A hillside property can also be great. We spend a lot of time in Upper Valais; there are about 25 meters flat to the left and right of the Rhône, and then it goes steeply uphill. Most houses have solved it so that they park a whole floor below (or above at street level at the height of the first floor) of the house. In some cases, the garage was simply completely embedded in the hillside and greened above as a garden.

Well then you can also read here under which attempts of development planning your predecessor gave up. If your development wish is not significantly easier to fulfill, you should probably move on as well (or ask how far the development law framework is willing to be stretched so that your house might fit in).
