Building application due to parking spaces not approved. What can happen?

We have submitted a building application for the construction of a house in Karben, Hessen. As is the case almost everywhere, we need to create parking spaces, and this is proving to be very difficult.

In the last version, we wanted to replace two parking spaces, but the magistrate disagreed. So far, we have only received informal notice (email to the civil engineer) from the responsible employee at the building authority. We are supposed to provide additional information, or the building application will be rejected with fees.

This employee has resigned. The new one is not reachable (by phone). In 3 weeks, the building application will be approved because the 3-month deadline will have expired.

What happens if the rejection comes? Will we have no chance to make improvements then? What does something like that cost? Is it worth gambling that our project will remain pending for 3 weeks during the handover between the old and new caseworker?

Poker always means that you can also overplay your hand. I would think building a house is not a game of chance. Do it as required, otherwise in the worst case it will have been outplayed in the end.

You see poker as a game of chance, I see it as a game of skill. :p But in order to make a good decision, I need to know / be able to assess the stakes, rules, expected values, etc.

Therefore the questions:

    [*]What does it cost in the worst case?
    [*]What does a rejection mean? I read something about an objection. Does it have a chance of success? Can changes still be made there?
    [*]Wouldn't they first send me an official document stating the reasons before they reject?
    [*]How are the processes in such an office? Can something like that even happen or is there software that prevents it?

New building application.

Rejection = You are not allowed to build.
Objection = you can file one, but the office did nothing wrong = probably pointless
Make changes = as offered exactly now or submit a new building application

No. Informally, you already received the information to make corrections. With that, you have your chance. That is normal.

Can something happen?

.....says the player. .....unfathomable. In general, I would avoid cheating/poker/skill games, clerks who feel outsmarted can sometimes have a very long breath. But I read your decision is already made...well then......, let us share the results as well.
