Brown spots on the wall at the height of the ring anchor - what to do?

Hello,

we moved into our single-family house in April this year. Last December, the interior walls were plastered and, after the drying phase in March, they were also painted inside with silicate paint. Unfortunately, at the end of May/beginning of June, we noticed that on the upper floor at the height of the ring beam, first in one room and over time in almost all rooms at the same height, spots are showing through the paint. When we moved in, nothing was visible there yet; the first spots appeared at the end of May in two rooms. We have already shown the matter to our planner. He ruled out mold and only said that we should wait a bit and then repaint the affected area in the fall. I know it is difficult from a distance, but do you have any idea what this could be and how I should proceed best? I find the planner’s statement simply too risky since the spots are all over the upper floor. Who would you consider the right contact person here? My builder or rather the plasterer? We also have an appointment with a building surveyor, but they only have a free appointment at the end of October because they are fully booked. Attached is a photo where you can recognize it upon closer inspection. The spots are really only at the height of the ring beam and vary in intensity in the different rooms, but they are present almost everywhere. Partially, they are not visible to the naked eye in colorful wall paint in the children's rooms. My question also applies now, as the house is currently being plastered on the outside.

Did you build with insulation?

I'm not a professional, but to me that looks like a thermal bridge.
It would be interesting to have the moisture measured there.

Hello Alex, it is a Kfw 40+ house. It has been insulated accordingly. You mean it’s best to measure the moisture there? Then I would contact my shell builder. Thank you very much already. Stefan

Actually you are, if you can even recognize anything there: I see a wall – partly white, partly lime green, and in one corner of the picture a hint of a roof batten. And I’m not going to recalibrate my screen just to see spots there.

Hobby photographers often forget that the other participants in the discussion can’t know what the photo depicts. They weren’t there. Therefore, seemingly trivial hints like from which perspective it was photographed, whether there are two pictures from two rooms or only one from two directions, and of course also scale references (finger in the picture, measuring stick, etc.) are extremely helpful to understand the guessing pictures.

I can see the spots quite clearly. Maybe it’s your display? Moisture on a light background is just not that easy, unless it's completely soaked.
