I know it differently from our search. Either it is a duplex on 2 plots with a narrow building envelope crossing the boundary, or you have to build the duplex on 1 "normal" plot instead of a single-family house.

Where house builders come together because they can only afford single-family house plots in pairs, it doesn't change the distances (?)

Partially, it is not just about the financial aspect. In one of the first development areas we looked at, the mayor only wanted to issue the last plot as a semi-detached house. He probably realized with increasing demand due to Corona that he could get more than just a single-family house... However, it was more about the E/D issue. Semi-detached houses have to comply with boundary distances. But since this is directly on the property, in the TE it would either be a plot division or continuous development.

Semi-detached houses must always comply with boundary distances – except to their counterpart (although there is regularly a boundary between them – unless it is legally a single house). Semi-detached houses are N-E-V-E-R terraced developments; even row houses with more than two units are not considered this. What are you not understanding?
