The emphasis is on "dangers to life and limb can never be completely ruled out." The dangers for toddlers in the household do not primarily lie in 100% secured sockets. There are many much more dangerous situations that one doesn’t even consider.

Personally, for example, I consider every sofa to be much more dangerous than a socket equipped with enhanced contact protection.

Sure, not every child fiddles with sockets, and there are many "dangers" lurking in the household. Unfortunately, our little son is very fascinated by plugs and sockets. He always wants to stick plugs into sockets. I personally feel safer when there is proper child protection on them. Our friends' daughter, on the other hand, was never interested in sockets but always tried to climb on chairs.
