I may be a construction layperson, but I can't imagine that it works to simply fill in the existing cellar and build a new slab on top.
The entire "filling material" most likely also needs to be compacted in some way to ensure sufficient stability when the new building stands on it (unless you fill the whole cellar with concrete...).
In addition, wastewater, fresh water, and possibly drainage pipes must also be laid somewhere. How should that work then?
Either I would consider Masipulami's idea or, as an alternative, completely tear out the cellar, fill it, compact it, and then build on top.
Although it's actually a pity to fill in the already existing hole. That probably won't be cheap either - I would get quotes on what the whole thing costs and then compare what a new cellar costs if the hole is already there...
