Base plate - film against rising moisture

Hello everyone,
in most buildings, you can see that a "foil" (I can't remember the technical term right now) is laid between the floor slab and the masonry to prevent rising damp.
In our shell construction, as far as I could see, this was probably omitted. Before I address the site manager about this, I wanted to ask for your collective knowledge whether this is normal, what the reasons could be, or so on. Maybe my concerns will then have been resolved.
Attached is a photo. If it had been done, you would see it, right?

What you mean is a [Mauersperrbahn]. In my opinion, that is not professionally done. I also find it strange that your first row was built with aerated concrete. In your case, that's doubly bad because aerated concrete absorbs much more water than a brick.

You mean a sealing foil like e.g. the Katja Sprint

That should be the DIN 18195

That is the joint layer. It has to be that way.

Apart from that, it seems to me that there is something black under the mortar of the joint layer.

Photo can be deceptive, but it looks like there is a surface sealing?

Thanks first of all for the answers. So this black part is actually the only spot where you can see something. Otherwise, there is nothing written anywhere. But what is on the photo is firmly on the concrete as if burned in, so you don't feel any edge or difference in what kind of material it is. Is it really done this way that the foil is placed between the floor and the floor slab?
