Barn conversion permission, building authority constantly rejects everything

Hello dear people,

I bought a property in 2015
1FH with 220 sqm of land on which there is a barn currently without a roof.

The office does not want/allow us to build a new roof and verbally informs us that we even have to have a 1-meter distance to the neighbor. The roof was removed in 2014 by the previous owner; he had submitted a building application. They were in negotiations, but since everything was constantly rejected by the building authority, we are now the new owners.

If the building authority does not allow the renewal of the barn, I want to keep our barn as it is; I would just have the old roof made like before.

Can someone help me?

What is the problem of the building authority, what reasons do they state? Is the barn too close to the neighboring property?
Ask the building authority which roof shape it would allow.
Does the building authority even allow a roof to be built again as it was before?

on our property we have a barn that stands without a roof and supports because the previous owner wanted to renew them. The left side of the barn is the neighbor's barn wall, which is now used as living space. The authorities want us to tear down the standing side walls and then keep a 1m distance from the neighbor; this is impossible because the property is not that large.

Do I have no protection under existing use rights?

Legal protection for what? If the barn was built without a building permit, there is no legal protection. If it has been standing illegally for 30 years and it is only discovered afterwards, the demolition order is legitimate and incontestable.
You would have to specifically state what it is about.
Plan of the property, how was the barn constructed? Is there a permit for it or not?
