I have had different experiences. NRW. As far as I know, it is the same throughout Germany.
The owner is the "damager" and must bear ALL costs of the excavation/recovery.
A building ban can also be imposed.
I had something in the ground (a skeleton). A civil engineer was supposed to be sent to dig and secure a pit around the creature. At my expense. After that, the archaeologists would have come with little buckets and shovels and recovered everything. I would also have had to pay the archaeologists. I was lucky that the skeleton was completely uninteresting after preliminary inspection. I then disposed of it in the bin. But a find is an incalculable risk. Inquire.

Thank you, Steven! No objection: Yes, all costs are borne by the client, that’s how it was explained to me. That’s why I was so nervous, because with the excavation company offer I have, you quickly reach five-figure costs if something interesting is found (excavation crew €2500 / day).

The reasonableness limit of max. 5% in Lower Saxony refers to the total expected costs of the excavation measure. Example: With estimated construction costs of €300,000, this is €15,000. It is not expected of a private individual to pay for the excavation of Troy...

A building stop or ban is another matter. Then you have to look for another property.

Oh dear, €2500/day is quite steep given the small plot size... But here too you can obtain different offers. But you can already see from the [OB] what exactly to expect...

Another question: isn’t there a monument atlas where you are? In Bavaria there is something like that and you can already spy around beforehand whether an area is "burdened" (then it is marked in red)...
