Without knowing the reason from , I guess that they care about a comfortable sleeping climate.
Something around 16-18° is recommended for bedrooms, which is actually not so easy in modern houses if 24° is supposed to prevail next door (which, between us, does not only account for the mentioned 20,-€. Especially not with heat pumps).

With decentralized ventilation (only in bathrooms and utility rooms), I do have the possibility to achieve about a 4-6° difference in rooms if the underfloor heating in the cold rooms is turned down to minimum and the door stays closed. That then works out quite well for me.
