Of course, the energy certificate is created based on the planning before the first groundbreaking. This is logical because the builder wants to know (and must know) before the start of construction whether their building project meets the legal requirements and possibly other requirements ([KFW-Standard] ...). The energy certificate automatically results from these calculations. During and after construction, the issuer must then check whether there were (significant?) deviations from the plan, whether due to changes in the plan or defects and poor workmanship. The energy certificate is then confirmed or amended.

That's exactly why it was created for the confirmation for the L-Bank anyway, and it had to be, otherwise there is no money ;).

For the L-Bank or other promotional banks (e.g. KFW), the energy certificate is NOT required.

The results obtained from the calculation are certainly sufficient for the data of the certificate.

But the certificate must NOT be issued before the completion of the building. That is quite simple, isn't it?

That's exactly how I see it too. Just the question on my part whether the final energy certificate also has to be paid for by me. (I thought that was clearly stated somewhere in the Energy Saving Ordinance, KfW, state building code, consumer center, etc...) Otherwise, I just have to ask the consultant and "trust" their statement.

It depends on what you have agreed upon beforehand or under what conditions you have commissioned it. In any case, you pay for the certificate; it may only be that you have already done so or have already accounted for it yourself. We do not know your contracts with your construction companies or energy consultants.
