Barely any filling... the basement won't be 1.50 m deep. So whatever excavation there is will be covered up again all around later. The costs for the basement are of course there. But since there are pro arguments for a basement due to the filling etc., the OP should weigh that for themselves. (No garage as storage room, building services in the basement, ...). But there are also plenty of reasons to build without a basement (like me...).

For a relatively small plot of 20x20m and a relatively large house of 10x10m, the excavation is no big deal, which you can use for the filling!

If money is tight, I wouldn't pile up anything at all. If the sewage system allows it, drain directly there.
