I welded something like that myself with my father decades ago using U-profiles. I can’t say the dimensions of the profiles off the top of my head, but they might have a width of around 80-100 mm and a leg length of 50 mm. The vise was also attached to the frame. This way, you can bend somewhat thicker iron without the workbench itself bending.
I quickly checked the first result that Google showed, and 2 meters of such a profile costs about 36 €. In other words, you can build a workbench that is stable yourself for a few hundred euros.
