There is an additional annex that includes a free right of withdrawal without giving reasons, as well as the exclusion of the above-mentioned paragraphs in case of timely cancellation. Neither a cancellation policy nor your perception of it as redundant make the bait-and-switch tactic, which uses the argument of price security to pressure the signing of a construction contract, somehow nobler or even less disgraceful.
