Who makes house connections?

so I have a basic question. In my calculation, I have an item called "Anschluss Wasser, Abwasser, Regenwasser" and it is not exactly small.

Our plot is fully developed. All shafts are located directly adjacent to or even on the property. The pipes are laid in the shortest possible way up to about 50 cm outside the building.

So now the question: Who fills the gap between the shafts and the connection points of the house and secondly, how do I get a reliable value to know that I am not calculating anything wrong?

Only in the "non-public" area. So the section from the property boundary/inspection shaft (usually 1.00 m inside the property) to the building.

Only the suppliers themselves are allowed to connect. Also wastewater and water supply. Sometimes you can dig the trench to the house yourself and save a few euros.
