Poor neighborly relations are resistant to changes in ownership (only on one side of the fence), and a neighboring property owner is more likely a "supporting part" than a "smallest obstacle."
That can always happen. As long as no one is being terrorized, you don’t have to become friends with the neighbor. You can also see it pragmatically: here at least you know where you stand. What I have heard from friends in the new housing development is of a completely different quality.
