Which "works" on the property are possible before the building permit?

Hello!

We have a plot of land. The building application is already with the city. However, since the authorities always take a bit longer, we want to complete as many tasks as possible in advance.
Therefore, my question is, what is allowed or sensible.

These things are already running in parallel:
- Soil survey
- Structural engineer
- Tree felling (including permission)

I can still think of the following:
- Removing the topsoil
- Hole for the foundation slab
- ???

Can you think of anything else?

If you dig a hole, you need barriers / construction site safety again. If they then stand around for 3 months for free, it’s not worth it. How big is the property? Is access already possible? Possibly outdoor facilities for distant parts of the property? These are all topics that no one here can answer for you.
