I had that in 2009 with a BV in Neuss - over there the clocks run ahead anyway ; quite annoying to have to take this route.

Counterexample: for the above-mentioned BV in ME, I was warned by many parties beforehand that there was no chance of winning with the local building authority or the responsible heads, and that I should prepare for a very long and tedious approval phase. In the end, the approval was granted within 8 weeks - with a few personal meetings before the building application - done. That's how it can also work.
