In fact, we only paid taxes on the 56€, so on the bare land price.

I was surprised and positively surprised because I actually thought that it would be charged on the whole 150€.

Now I am relieved. I see hidden or unconsidered costs around every corner. ;-)

I said right at the beginning that a utility provider wants to have the full amount upfront when applying for construction electricity/water.
Utility lines!!! Utility connections!!!
I also said that at least in our case it was like that and you should possibly inquire about it before you get surprised.

But you can also just leave it and be surprised.

You should just call *your* provider. Actually, they all have a builders' hotline, or a contact person for such things.
