When should paving stones be compacted on the terrace?

I want to compact the paving stones laid on gravel for our terrace after the jointing material has been applied. I still need a concrete support, as there are no edge stones. Should one only compact after this has been installed and hardened? The stones with the concrete support shouldn't be able to be compacted down anymore, so they should remain higher than the other stones?

Normally, the row of stones is set in concrete at the desired final height and allowed to cure. For the remaining stones, the area is backfilled so that with 3-5cm of gravel plus the paving stone, you reach about 1cm above the final height.
