When does a property belong to the outer area?

In search of a plot, we would also consider plots on the outskirts of towns, actually even prefer them.

What is not entirely clear to me, however, is when it counts as being outside the developed area and therefore cannot be built on, and when it does not. This should be ensured before the purchase, so that you do not buy a plot and then do not receive approval to build.

Who can confirm/guarantee this before the purchase? Does the building authority do something like this?

In principle, every plot within a locality that is located on an existing public road should already be a building plot.

I don't know if this is the case in every federal state, but at least for Hessen there are maps with the soil sealing values on the internet, and it is also indicated what is only agricultural land. Whether this is 100% reliable, I don't know, but at least as a reference, to possibly inquire again at the office for individual plots, it is sufficient.

Can't you tell by the price? Building plot €500/sqm and meadow plot €5/sqm.

Legally binding is only a valid, positive preliminary building decision or a valid building permit for a project very similar to yours. Yes. Before buying, ask the building authority/district office, then you are on the safe side.

Building authority: a) Who said that? b) I never said that c) I thought you meant the other property d) oh, you are not even a farmer e) but not a residential house Without a formal application, you will not get a binding statement from the approval authority. Another option would be a well-formulated clause in the purchase contract.
