What is not entirely clear to me, however, is when it counts as being outside the developed area and therefore cannot be built on, and when it does not. This should be ensured before the purchase, so that you do not buy a plot and then do not receive approval to build.
Who can confirm/guarantee this before the purchase? Does the building authority do something like this?
In principle, every plot within a locality that is located on an existing public road should already be a building plot.
