Hello,
so a 10-12% slope is manageable with a loaded wheelbarrow. I definitely would not recommend more than that.
However, I always find a step-free way to access the garden to be sensible.
Is there perhaps a way to achieve this with a bend? Or to install an intermediate level?
Would you maybe like to upload a site plan / elevation plan or a sketch of your property including planned zoning? Perhaps we can come up with a good idea together.
Regarding the embankment towards your neighbor: It depends on the height. You can find more details in your state building code and, if applicable, in the development plan. However, I would definitely speak to the neighbor beforehand; I think that’s just the proper thing to do.
