it is indeed the case that in the first weeks a large amount of water is released, which can also become clearly visible in places that are confusing. After 10 weeks, this should generally have subsided. If such obvious "moisture damage" rather than dampness damage now appears, construction leaks are to be suspected, especially in connection with the heavy rainfall of the last 1-2 weeks. This can only be determined through a detailed on-site inspection with knowledge of the construction, the study of the work plans or construction/performance specifications, and if necessary the opening of components.
Leaks in the piping systems are of course fundamentally conceivable as well. Water from outside or inside.
