May I ask in which municipality you live?

It would be easier for answers if _you_ tell us your building location. Lower Saxony is somewhat flexible
The best thing is that you please change your profile accordingly, the district does it too

...and regarding your well question, here is some information: we have not watered the lawn _once_ this year. Yet it is just as green as all the others

My father always likes to tell that he once drilled his (and his garden neighbor's) well himself (70s or 80s). It was quite a lot of work, but afterward there was always enough groundwater. Maybe this would also be possible for you at 4 m depth to the groundwater, if you don't have anything better planned.

By submersible pump I always understand what you put, for example, into a pump sump.

Possibly, one meant a deep well pump.

Whether a well pays off or not always depends.

If you calculate that you need about 10 – 20 liters/m² to water thoroughly once and do this 2-3 times per week depending on the weather, and this over the course of a month, you could indeed need something around 80 m³ (my calculation here is very extreme). Our water price is about 2 €/m³, so that would be about 160 € in such an extreme month. If this happens frequently, a well can definitely pay off after just a few years. But if there are only more or less rainy summers over the years, it can take decades to pay off. So, it cannot be said when such a well will pay off.

A good pump can last a very long time. Our deep well pump has been in operation since around 1980 and it has never had any problems.
