If you have a floor slab above soil and groundwater, the sealing doesn't matter anyway... Just leave it out to avoid construction delays, stress, and additional costs.

Okay. The problem with this is: The power supplier does not provide any warranty in case of damage, and I don’t know how the insurance companies will react if something happens that can be traced back to the multi-utility house entry or improper installation. Second problem: The house basically stands on an underground “river.” When it rains, we get a lot of water, so we’ve already raised the foundation by 20 cm, made the slab thicker, and had a drainage installed by a professional company. That works quite well, but it’s questionable what will happen with the entries. Primarily, though, my concern is about liability in case of damage.

To be executed by the builder. You wrote that yourself. Heinz von Heiden is out. He only sold you the materials, no construction supervision. The email does not reference what the utilities need. It's all vague. I wouldn't hope for an admission of guilt from the water utility.

Deal with it every day and the waterworks really shouldn't have installed it. But there are also different house entries. That's just how it is with us. The electricity supplier acted correctly. Don't you have a fixed contact person there? That everything always has to be done by email, etc. It takes about 3 days until both parties understand where they stand. For me, everything feels like it happens by phone with a maximum of one appointment confirmation by email and it works. It would be too stupid for me to try to explain such relatively diverse topics in X emails. Call them tomorrow and explain the situation. Presumably everything is still dug up? No idea how long the waterworks will need, but the electricity supplier needs a maximum of 2-3 hours for the sleeve (box etc. is probably already installed?) and attaching, if necessary, the cable.
