Yes, definitely. I do not mean energy in the sense of electricity supply, but electrical distributions, UPS and emergency diesel generators, cables, etc.

I am interested in procurement law. I want to know how people experience the application of the VOB. For example, that §16d Abs. 1 VOB(A) prohibits surcharges on unreasonable offers, but there are no reference values that determine what makes these offers unreasonable. What might be considered unreasonable in that case if there is no orientation? That is what I want to know.

No, I neither said nor claimed that. But the question formulation, the reactions AND especially the registration name suggest a different background.

I therefore continue to ask for clarification of the background of the question. I unfortunately do not buy the answer "I'm just interested." Sorry.

If it is a scientific background, this should be clearly indicated, but I already see blatant deficiencies.
