Hello,

I am dealing with the VOB. Specifically, it is about how VOB Parts A and B take into account the interests of the AG and AN. The VOB is mandatory in the procurement of public construction services. In procurement, there is the principle of "economy" for construction projects, which means a careful use of public funds and the principle that the interests of medium-sized businesses should be considered in public procurement.

I would like to know how you see this? As a construction contractor, do you find that your interests are sufficiently taken into account in the VOB? Are there employees of a procurement office who can tell me more about this?

If known, please also address to what extent medium-sized business interests are included in the preparation of the specification and "economy" is decisive in the review and evaluation. Please also feel free to provide more information on the application of the VOB regarding the procurement process. Is there anything that the procurement offices criticize about the VOB?

The bills of quantities for public tenders are also prepared by external planners. The planners may have had good experience with product XY beforehand, or "good experiences" with the manufacturer's sales department of XY. Then the bill of quantities is often prepared in such a way that only product XY meets the requirements. This is more of an experience from mechanical engineering.

Thank you for the answer. As far as I know, this is less the case in the construction industry. Construction companies act as construction service guarantors. There are not as many product differentiation features as in other goods markets. Colloquially speaking, anyone can build the house as the architect specifies. Therefore, according to the logic, the cheapest wins.

Well. It's about the VOB. Even the energy supply of a large public institution is tendered according to the VOB. Construction services within the meaning of the VOB are not only masonry or carpentry work.

If 10,000 m2 of screed are tendered with a certain quality that can only be achieved by adding a specific agent, it's the same, isn't it?

Hmm, are you sure about that? As far as I know, energy is either tendered according to VOL/A or VgV or the specific legal ordinances. Of course, something different is construction power.
