If I am not completely mistaken, there is only the mandatory final building survey, in which only the building is surveyed.

So my father-in-law had waited specifically because he wanted to have the garage measured at the same time... and an acquaintance only had his conservatory measured last year... had to.

I assume that garages and conservatories are considered ancillary buildings and therefore must be included in the cadastral survey. Regarding the exceedance of the floor area ratio, I was referring to the sealing caused by the terrace and parking spaces, and in my opinion, these should not be measured as part of the final building survey.

Here in BW, residential buildings and ancillary facilities are measured. It is not wrong to wait with the surveying, as the costs are calculated based on the construction costs and usually come once for everything, which is cheaper.

Terraces (as well as -roofings) and carports are not measured in Berlin, whereas garages are.
