I now believe that this is not a 0 (zero) but an o (letter). Because if you look at the other numbers, e.g. from the floor area ratio, the zero there looks different.
Maybe the o means "without" or "open," so no restriction?

The "o" stands for the "open" construction method, meaning that every fifty meters or so, the wind has to be allowed to whistle through the facade front. In fact, this rather limits the width of row house blocks than requiring independent consideration for E/D plots.
