Unknown bathtub fixture?

Hello everyone,

we recently bought a house. In one of the bathrooms there is, next to the bathtub fittings, a kind of "overflow" from which a little water always leaks whenever water is let into the bathtub. If the fitting is set so that the water comes from the showerhead, no water comes out of this "pipe". I have never seen anything like this before.

I removed the cover and took a photo into the hole. Can someone tell me what this is? I have never seen anything like this before. To make matters worse, some water always seems to run behind the tiles, as the water from the drain pipe always drips a little there. The bathtub has not been used for many years.

Can someone help me understand what this might be? Is this a ventilation? I am at a loss!
