Hybrid systems are always a compromise, so they should be avoided. Either-or!
Underfloor heating is slow to respond, while radiators allow for flexible (ad libitum) heating. This can save a lot of energy with appropriate user behavior. In addition, the investment costs are usually lower.
If the heat generator is a heat pump, underfloor heating is more suitable due to the lower supply temperature. Unfortunately, there is no universally valid heating system, although a nonplus ultra is often sold and installed.
More important are the framework conditions such as the building, climate, location, user behavior, etc.
Moreover, great importance should be attached to comprehensive sizing: heat load, heating surface design, pipe network calculation, and in the case of heat pumps, source dimensioning. The same applies, by the way, to hot water preparation as well as ventilation, if planned or necessary. Otherwise, there may be a heating system that might make things warm, but certainly not economically.
A comprehensive system consultation would be recommended.
