Top plaster is slipping (not set) - approximately how much retention?

The work on my little house is coming to an end - unfortunately, last week during continuous heavy rain, the top coat of plaster on a gable facade detached and slipped off in several strips.

Construction: base and top plaster on aerated concrete.
Base plaster: mineral fiber lightweight plaster, top plaster: silicone resin plaster.

The builder wants to record the damaged plaster as a defect during the upcoming house acceptance and to replaster the entire gable wall next spring (remove top plaster).

How high should my retention (reduction of the corresponding installment) be?

The installment for plastering (top and base plaster) is 7,000 EUR.
Replastering is required for the ground floor and roof gable (one front).
Gross area approx. 50 sqm, 4 windows + 1 door.

What is appropriate as retention? 2,000 EUR? less?
I would be grateful for an estimate.

We have withheld €2,000 (Material ist schon da) for 1/3 of the wall area, approximately 90 sqm.

Do you have a contract according to [VOB]? You can set the double costs for the removal of the defects. I would calculate the total amount/m² to the damaged m² plus the costs for removing the existing plaster and multiply the whole by two. Regards, Sebastian
