The decentralized ventilation systems are not that expensive. Basically, you drill a hole in the wall and put a fan with a heat exchanger in it that regularly changes direction.

The rest is already a bit more. Flooring and wallpapering are still quite doable as DIY, but if you do the electrical work and piping, it amounts to a complete renovation.
