third row house construction

Hello,
I have a plot of land of 920 sqm in the third row,
with a private access road, everything registered as ownership.
Now my question:
Am I even allowed to build a house in the third row?
I have heard that a law has been enacted that allows building in the third row nationwide.
Does anyone know about this law, and/or is there a website where you can download the law?
Furthermore, I have learned that it is legally stipulated that if you own your own plot of land, you cannot be denied the right to build.

So, there is no general law that allows the development of a third-row property. Whether a property can be built on or not depends on the development plans of the municipality or city. However, you can inquire about this by phone at the responsible building authority. It would also be important to discuss with the relevant utility providers—gas, water and sewage, and electricity.

So first go to the building authority and ask how the development plan looks there.
