It is possible to identify plots of land currently still closed to the market and to find out the owners through municipalities/neighbors. In addition to rejections, this can lead to success. The most common reason for a "fallow building plot" in our experience: lack of time on the part of the owners or no financial necessity to sell. A friendly conversation CAN bring about a willingness to sell. The described procedure can be carried out by anyone and is not a secret, rather quite obvious. However, the factor "time" often causes individual people to give up the search for land. We offer these people the opportunity to make contact in the signature. We will not contact anyone on our own initiative.

The statement about the land registry office is completely wrong. You can always contact a land registry office. You will not receive information about the owner, but you can express your interest in purchasing, leave your details there, and the land registry office will then forward them to the respective owner. I myself have already received several inquiries from potential buyers this way.

So just contact the land registry office.

At least in Hesse, the cadastral office provides the names and addresses of owners without any problems against online order and payment of an 8€ fee. After the online order, you have them in your mailbox about three days later. Purchase interest has definitely been sufficient as a reason.
