Man/woman doesn't matter. Someone who knows their way around.

Hinge hole drilling usually has 35mm (+1), it must be completely clear. Yes, everything below that within the first 10cm must also be approximately 35mm. Then everything fits in and can be properly secured.

Hole too small, I would agree with that opinion. When I used to work as a plumber, we had two differently sized "stamps" to cut such holes. It seems that a smaller one was used here. So the only option is to enlarge the hole, maybe with a small grinding tool like a Dremel or something.
