Then you buy PU adhesive and just glue them firmly. Holds like a bomb - I speak from experience - but it must not be the case that your crumbling escalates into a "the whole ceiling comes down" situation. Then even the best adhesive won't help.

The plaster must come off before the scratch. Otherwise, no paint will hold. FFP2 on and go.

The cleaning afterwards is just annoying.

That might be an option. It is actually only the paint layer coming off. No ceiling. And only in places. Before sanding down, I would be too cautious, not sure what else might come off / whether there are spores after all.

Don't forget. Before painting, nicely apply primer once, cheaper for 10€ is enough. On the other hand, if there was water damage there, the ceiling is neatly taken down and replaced once, that's actually not much more work. (obviously that's annoying)

Buy liquid waterproofing in white, a small bucket is enough and roll it on with the roller

It's just plastic to roll on
Lasts easily 1-2 years and no moisture goes through upwards
Tape off with the cheap 4x5m foil and done
I would say 3 hours
