The argument makes sense, but the legislator sees it differently, so this point should not be irrelevant to you if you want to protect yourself. Your options are: wooden pool deck, a net, a rolling cover made of hard PVC or polycarbonate slats. As far as I know, there is also an option with an alarm; a warning sound is triggered if the water in the pool moves or comes into contact with the sensor. This definitely has to be adjusted individually. I find the pool deck the most luxurious, but it is clearly a matter of money.
