Hello,
No, the total amount for all phases is realistic for the new construction of a semi-detached house in NRW. You will not get it cheaper either; in my opinion by omitting services ;)

The offer states that 20% is granted if the neighbor also commissions the surveyor.
Surveyors only do this for semi-detached house plots because they assume that both semi-detached house partners know each other. At the very least, they create an incentive with the offered discount to catch up on this if it hasn't happened yet ;)

This is offered to all neighbors who share the same property boundary. So also for two adjacent, detached single-family houses. You take every saved € with you ;)
