The invoice is likely less for the structural engineer himself and more for the actions that the execution calculated by him causes in additional costs.

But you only know that once the calculations are done. Doing iterations here would probably cost the structural engineer a day each time. So you only want information on exactly how much the staircase costs down to the euro, and the structural engineer calculates a fee of 1x00 euros only for you to then say: "No, the surcharge for the staircase is too expensive." Who pays for the multiple structural calculations with each request from you so that it is calculated precisely? What would be a fair, cost-effective approach for you?

If 1000 euros is too much, just take the standard staircase. Quite simple! And if you get upset about such a surcharge, better buy an existing house; that saves the blood pressure pills...

Yes, exactly, it is not the "structural engineer costs" but the additional costs due to the structural engineering.

What we would have expected from a company that definitely plans and builds 50+ houses a year??? A structural engineer with experience looks at the house, which he has probably calculated 10 times, and knows exactly what works and what maybe no longer works.

We would have expected a very clear statement, whoever wants a concrete staircase must expect changes in the structural engineering costing 1000...1500€ pure additional structural costs. Whoever wants knee wall height increase (which is our second topic) needs a ring beam at the gable costing 4000...6000€ in structural changes. Done. That’s how I would have wished it. And not "yes, because of the structural engineering we will do that later, but please sign here at the bottom right."

Anyway. Back to my question. There must be an upper limit, or do they now have free rein?

Yes, exactly. What exactly don't you understand about your own sentence: "The contract contains the clause that due to mandated measures with the building permit or in the calculation of the statics, (subsequent) additional services may arise." The additional services are not limited in total, right? And binding statements about this cannot be made in advance by definition. As already mentioned, if it's too expensive for you, then just keep the staircase standard. And rather look forward to your construction; there are worse things!

Good morning! Whether so much naivety is still legal, only the gods know. Two greens are, of course, only the change fee, twelve greens for a special wish staircase including four cm more ceiling thickness is a price for which one says thank you instead of complaining. Where do you live? – with this attitude I tell you right away: don’t even think about decorating a dark gray sectional door or using huge tiles in a wild pattern.

I think you shouldn’t have built. You signed a contract without a limit and now you are complaining. No, there is no limit. That’s called freedom of contract.

The structural analysis and especially necessary changes that become necessary due to client requests cannot yet be precisely known at the time of the offer preparation. Especially since the mentioned surcharge is really modest. I hope the €1000 hasn’t eaten into your buffer now, you will need significantly more of it. The exchange from wood to concrete has the "disadvantage" that the concrete staircase needs to be covered. The costs will presumably be added on top as soon as you get to the topic of tiles/floor coverings ...
