And that, in my opinion, would be the much bigger problem if you come from above and suddenly there is no step. Life-threatening...

By this point at the latest, I expect not only a plan drawing but also one or two photos.

I suspect the top step is level with the floor slab. This happens quite often, so that there is only half a step depth. Some don't even have a step there. We, for example.

Only photos show the truth...

I wouldn't worry too much about that. In my opinion, that is not a minor defect and cannot be adequately compensated with money. So demand a dismantling and have it redone. That doesn't really please anyone involved, but I wouldn't know any other satisfactory way for the client.

So, here are a few pictures:

In the plan, you can see that the staircase is supposed to be flush with the wall and there should be a rough construction measurement of 1.05 cm between the stair step and the wall.

In this picture, you can see that the metal construction is already protruding beyond the wall. The finished stair step will protrude about 4 cm further.
Here is the staircase in section:

Here is the staircase viewed from the upper floor, where you can see that the last step (which is at the same level as the finished floor on the upper floor) does not have the full "depth" (step width):

Here the staircase rests on the ground floor:
The stair opening would basically have to be reduced by 10 cm to allow space for the shortened metal construction.

If more plans/pictures are needed, please let me know.
