You should be able to get a reasonable groundwater well relatively cheaply.

Hello,

grmpf, now it swallowed my answer, so once again in bullet points:



The soil is swampy down to 1.4 m; when it rains, it becomes swamp with ponds on top. For construction with a slab foundation, soil replacement down to at least 1.5 m depth is advised; for construction with a basement, a waterproof concrete shell (“white tank”) or houseboat is necessary.

The excavation pit will require water management (= pumping out).

Excavated material can no longer be reused. You have to dispose of it at high cost and buy sand for replacement (also expensive).

Development can become costly because the roads need special foundations.

In short: It will be expensive!
