Where does one live that requires so many cameras for surveillance?

The NVR1218 can (as the name suggests) manage 12 cameras; for about 250 bucks, with 1 GB of RAM and 1GHz 32-bit SoC. With MotionEyeOS, multiple camera feeds can also be combined into one for the Surveillance Station. If you're somewhat IT-savvy, you can also handle the task completely via a possibly home server-based MotionEyeOS environment.

- "up to" 12 cameras "manage" is not the same as recording 14 cameras, possibly even transcoding them and applying motion detection
- the disks are missing (>500€)
- the necessary licenses are missing (500€)

... and for all information in the sector, please pay attention to how many total frames per second the system processes. This is usually where it falls short if it’s supposed to be inexpensive and doesn’t have real power. Google "nvr berater", first result. That gives a rough indication of what computing power is needed for which requirements. Your little ITX probably won’t be sufficient if you want more than just a few FPS at moderate resolution. If you want to be able to recognize something, you need at least FHD, if not already 4K. If you want 14 cameras at >20 FPS, you would already be in the Synology RS1221+/DS1621+ league.

The mentioned NVR1218 could only process 100 frames per second at FHD, meaning with 14 cameras you’d be at about 7 FPS. That’s a choice you have to make.

Better said, mean needing to have to.
"They" know that there's nothing more to get from the builders of new constructions.

In the new villa district, of course, it looks different.

Thanks first of all for the help! I will get in touch in about 2 weeks, then the project will start. I agree with you 100%. For me, even Styrofoam for 300m2 lay at the street for 4 weeks and nothing was taken away. The cameras are more of a gadget to me than absolutely necessary. If I'm building myself, I guess I can treat myself to a few extras, right? Just like I treated myself to 3 kitchens and 3 shower bathrooms. But I also work 50 hours a week on the construction site besides my job. Every evening from 5 to 10 pm + Sat + Sun. But I was just really excited about this project.
