Risk a is currently occurring at some construction sites. If the risk is known, one can approach the project with a different schedule. So it is manageable. Betting on a "better" situation in 2 years is more uncertain. Risk b is also currently occurring. One can plan with increased costs. The cost situation will hardly be better in 2 years.
So what speaks for waiting except fear avoidance? The alternative to fear is not "waiting," but "not building."
