How about aquaponics. However, it would probably be better to flood the basement, move the fish farming indoors, and place the plants in the moat. On an intermediate level, you could also grow your mushrooms due to the high humidity in the basement.

In my opinion, one will not find solutions for such a project in any construction forum because it is simply too specialized and probably no one has any experience at all. Accordingly, this falls more into the area of research and money will probably hardly play a role. Perhaps the builder can share his experiences and photos after completion?
