Sections in the outer sealing of the windows

Hello

Cutouts have been made in the outer seals of all windows (by the previous owner?). I have attached a photo. The cutouts are each located in the upper area.

Does anyone know what these are for?

It looks like a self-made forced ventilation, it could have been caused by problems with fogged windows or mold before. It could also have already been done by the construction company as a defect repair.

We have a central ventilation system here. However, I have never heard that such cutouts would be needed for it.

Me neither, maybe that was before the controlled residential ventilation function, in any case it is carved provisionally. Does heat or cold come in there, do you have high heating costs?

If there is only a roughly 10 cm opening in the sealing horizontally at the top of the outer frame, this is a common pressure equalization as often found in plastic windows.

What is the purpose of the pressure equalization (or whatever you want to call it)?

    [*]Primary: Improves resistance to driving rain = pressure equalization (however it is done) prevents a negative pressure from forming in the water-draining chamber of the frame/... during strong wind/storm/... and heavy rain/driving rain, which would prevent/hinder water from draining through the lower drainage slots.
    [*]Secondary: Moisture in the rebate (wherever it comes from...) dries a bit faster/better.

The window has two seals. One that can still be seen from the outside when the window is closed and one in the middle of the frame. The outer seal seems to be somewhat thicker and more robust than the one in the frame. Only the outer seal has the cut parallel to the frame, about 7cm.
