Seal underground drilling

I have also pointed out several times that this issue is important and that the house inlet is carried out according to the current state of the art. A bit of silicone around it seems to me to be the wrong solution....

1. That is not silicone
2. The hole in the basement wall is the problem, not the insulation. Therefore, the sealing slurry on the insulation is pointless.
3. Now the hole in the basement wall has been made. A hole remains a hole.
4. Just call your basement builder and ask what he thinks about it.

Just to prevent misunderstandings. This is a completely normal brick cellar that is closed on 3 sides and open on one side. To ask the mason, I would have to get the number from the [GÜ].

Would it be an option to cut out the insulation boards all around and then brush the masonry around the pipe with sealing slurry? Or is only a suitable component the right solution? I have looked at the proposed solutions. It will probably be too much effort for the photovoltaic guy. Is there a guideline on how something like this should be carried out?
