I have also pointed out several times that this issue is important and that the house inlet is carried out according to the current state of the art. A bit of silicone around it seems to me to be the wrong solution....
1. That is not silicone
2. The hole in the basement wall is the problem, not the insulation. Therefore, the sealing slurry on the insulation is pointless.
3. Now the hole in the basement wall has been made. A hole remains a hole.
4. Just call your basement builder and ask what he thinks about it.
