RuK boxes in DIN 18015-2

Hello,
I hope I am in the right forum with my question.
The following question: Are RuK junction boxes part of the minimum equipment according to VDE DIN 18015-2?

This minimum equipment is guaranteed to us according to the construction and service description. The developer's electrician claims that the junction boxes are not included and wants to put a blank cover on the antenna cables. He said we will get the boxes if we install a satellite dish. LAN connection is separate and independent of that.
