Room height after modernization still 220 cm

So if it was done by professional companies, I think it is very unlikely that the 40cm height loss comes from the floor. Just saying, then all doors etc. would also have to be adjusted and especially extended upwards. What does the seller say?

Are there, for example, spotlights installed in the ceiling? If yes, you could take one out and take a look, but everything actually sounds like the ceiling has been suspended. Although that would also be an unusual height, but well, if you like it and maybe had another purpose for it. If it is really the floor structure, you would have to have an extremely thick basement ceiling (probably then 40cm height loss on the ground floor + the normal ceiling thickness of maybe another ~20cm), is that the case? Or do you have this much more towards the upper floor?

There are no spots included. But if I read the plan correctly, the 2.625m is the floor-to-floor height, so INCLUDING the ceiling? If you then subtract 30 cm ceiling thickness, we end up in the region of my room height?

Whether the ceiling was subsequently lowered will be known by the seller, right? We have lowered ours by about 20-30cm. Partly with spotlights installed and new electrical wiring everywhere.
